You may or may not have to download any files from this site, depending on how you choose to install Bioperl. The PPM (*ppm.tar.gz) files for installation in Windows machines using ActivePerl can be found at bioperl.org/DIST if you elect to install it manually (beware that those files are at least 4 years old). For Windows marchines using Strawberry Perl the installation can be done through CPAN instead. NOTE: The installation using CPAN is preferred to get the latest version, and currently Strawberry Perl is better prepared to install CPAN modules than ActivePerl.
There are also official RPM packages from the Fedora Project's repository, details available in Bioperl on Fedora. Alternatively, one could install a RPM package from Biopackages, Allen Day's RPM repository of bioinformatics packages.
There is also a specific PLATFORMS file describing specific issues or workarounds for different platforms.
