You may or may not have to download any files from this site, depending on how you choose to install Bioperl. The PPM (*ppm.tar.gz) files for Windows installation can be found at bioperl.org/DIST if you elect to install manually on Windows.
There are also official RPM packages from the Fedora Project's repository, details available in Bioperl on Fedora. Alternatively, one could install a RPM package from Biopackages, Allen Day's RPM repository of bioinformatics packages.
There is also a specific PLATFORMS file describing specific issues or workarounds for different platforms.
